I am looking for a plugin that will let me have a way to post from the front page to twitter, anyone can post from here but it needs a CAPTCHA for security and each post needs a number. each post need to post on the front page.

This may do what you want, I developed it, Twitter Poster will post each blog title to your twitter account. It will add friends to your twitter account on each post - you specify the number and it will ping the twitter feed
