TwentyThirteen disappearing Menu when mobile format

Hi my menu some reason is disappearing when I reduce the browser window leaving the word ‘Menu’ with down arrow but nothing showing when clicked.

Same when viewed in mobile phone.

I must admit I do have plugins and disabled them but still the same.
