   On my twentyeleven theme, I created a child and that where i do my updates, How can I make the HOVER effect be the same size as the nav bar menu. The hover effect box is bigger than the NAV box, I wanted it to be the same...

   Hover over any of the menu and look at the box hover effect and see how it looks taller than the NAV itself...

   Try using Firefox with the Firebug add-on for this kind of work.
