Are you sure you have mod_rewrite running in Apache? I currently have 3 separate local installs running on Win7 and the permalinks work just fine on all of them.

Permalinks are perfect. as @esmi stated, I do believe you have to turn mod_rewrite on manually

Used the WAMP console menu to view the httpd.conf file and removed the # sign (was commented out) and saved as”httpd.conf” – restarted all services and works fine:
#LoadModule rewrite_module modules/mod_rewrite.so changed to:
LoadModule rewrite_module modules/mod_rewrite.so
Now I have to figure out why when I entire the ip address of the WAMP box I get basic html and links but no theme formatted pages – just basic html text and page links?
http://192.168.1.243/ opens up fine into the WAMP localhost landing page with Server Configuration, Tools and Your Projects links all working fine but…
From another PC browser on the class C development subnet and enter:
http://192.168.1.243/up2/
http://192.168.1.243/up2/sample-page/
Just get basic text – no css or theme formatting?
EXAMPLE cut and paste – no iFeature theme buttons just text:

Every computer think that it is localhost. You need to install WordPress on http://192.168.1.243/

Thank you for the mod_rewrite tip and the localhost change to the physical ip adx in general settings urls tip – now I can perform all the selected theme funtions icluding admin remotely from other PCs on my development subnet – so hopefully when I am ready to deploy I can change to the web domain.

I am piloting both a new WordPress Build and a new Acquia Drupal DAMP v7.8 stack build and it is quite useful now that the WAMP build stable and accessible.
Interesting to note the similarity and differences – so far WordPress on top for ease of use and range of options/plugins and flexibility…
Plus premium upgrades to themes and modules beat the competition for example Ektron “enterprise” license quote for their .NET based CMS product – I was quoted $100K USD – salesmen there like nice round numbers no wonder mostly only corporate clients – clearly a financial lockout and with WordPress open source makes it easy if I want to make custom changes to anything.
Plus everyone here has been quite helpful – thank you again to the WordPress community and esmi and the right rev voodoo 😉

I have limited experience, but I’ve always changed teh URLs in settings -> general to reflect the domain
The one issue with that is that WP uses absolute URLs to some resources, such as media uploaded through WP
Depending on how much content you get going in there, this may or may not be an issue for you

Testing WP on XAMPP and WAMP Stacks (Two Different AMD dual core CPU boxes) – URLS in general settings now working fine to allow me to access both the XAMPP box and WAMP box (mod_rewrite was uncommented by default on the XAMPP distro apache httpd.conf file) on the Dev subnet and easy enough to publish to the internet live by NATing one of my extra fixed ip addresses…
Also Piloting Drupal v7.8 DAMP stack on the WAMP machine as well (so Far only Running one or the other at a time lest the .htacess etc settings conflict… will keep in mind the URL search and replace plugin – half the battle with WP and Drupal is getting the Themes plugins/modules to all activate, load and play nice together… for better or worse I am running with the iFeature 2 theme by CyberChimps – client liked the “Apple Like” visuals and layout.
