I'm following a tutorial found here:

I did what he directs, but WP v3.x doesn't recognize the existence of my new themes child folder at all. No error message from WP Dashboard. Nothing. WP Docs doesn't address what are the BARE MINIMUM files and file contents that must exist for Dashboard to recognize a theme folder's template files. I'm dead in the water before doing anything. HELP!

Better yet. The WP package should provide this minimal set of themes child folder files and file contents out of the box. There is no good reason for this to be an issue for the very new user! Fix the package, or fix how WP Dashboard handles this error mode!
