If you don’t use comments at all:
You need to check the setting: Allow people to post comments on new articles .
by settings > discussion > Allow people to post comments on new articles.
This is only for new posts you make. You can also remove the comment file call in the theme files by removing this: comments_template();
or remove the comment file in your theme.

I have unchecked the “allow comments” for all of my gallery folders, however some of the images are still allowing comments.
It seems like possibly the images that were uploaded from the dashboard correctly follow the folder specifications, but the images uploaded through cpanel don’t? I’m not sure of this, but I do know that some of the images don’t allow comments and some do.
Is there a way to turn them off as a group? Some of the folders have more than 200 images and I don’t want to open each individually.
