   All filenames on Russian have uploaded on server in bad encoding. Can someone give me hint, how to fix filenames? How WordPress convert it to shit like this?

   I can use command line to batch change encoding of file name, but i can't understand what encoding WP use?

   Oh, i will spot, looks like it's result of converting CP1251 to UTF-8
