I have not used Godaddy hosting before, but with the first time i have had many issues.
The latest being when im trying to upload a new wp theme/script and getting -
Warning fopen: url file access is disabled in the server config in d:hosting/5540269/html/wp-includes/functions.php on line 3598

That is the main warining, the hosting package is Windows, and is a paid hosting account, not a free one.

    ANY IDEAS APPRECIATED..THX

Have you contacted your host about this? Did you submit a ticket? It's seems they have some security blocking you

Also please consider switching to a Linux type plan--you'll have much better success.

You can try switching, but I'd be happy to take a look if you're okay with posting the domain.

Here are the instructions if you decide to switch to Linux: http://help.godaddy.com/article/1285?isc=smfor1
