   I couldnt find a bug reporter so I presumed here was ok.

   Options > Writing > I click 'Update Services' link which is meant to tell me about the Update URI's.
   I get a 404 on the link: http://codex.wordpress.org/Update_Services

   Keep up the good work guys.

   Not a bug. The Codex is currently down - see this topic.
