What is the best way to move an existing WordPress install (v 2.1.3) to new host servers (to be v 2.3.1) and delay DNS change until I know the new install looks and functions correctly?
I have tried using fantastico on the new servers but can't see what's been installed because it's redirected back to the old URL (when looking at the IP addressed folder on the new host).
Moving WordPress has instructions.
Since old copy is at 2.1.3 you will need to upgrade the old copy to 2.3.1 first, or install the 2.1.3 copy at the new host and upgrade that.

Good point, thanks. I can try either of those, but that doesn't address my problem of not being able to see what I am building at the new site.
Your domain's name servers should point to the new host.
