Went through the motions up to message that said I should check inbox for confirmation email, but the email never arrived (repeated process 6 times without success).

Transfer blog is a feature from http://en.support.wordpress.com/moving-a-blog/ right? That's WordPress.com - WordPress.ORG is for self hosted WP installs only. You'll need to ask for help on http://en.support.wordpress.com/
