transaction error 'Bill To City required'

    while trying to test my shopping cart i am getting a transaction error message: Bill To City Required. i am using my own credit card info so i know all the fields are correct. the cart is live and broken 🙁

    in the order notes it shows: “Authorize.Net Credit Card Payment Failed with message: ‘Bill To City is required.’”

    and at the top of the checkout page it shows this error message: “Bill To City is required.
    (Transaction Error) something is wrong.”

    a google search for my error message has not yielded me a solution.
