    Also, headline “Cookie Control” is not translatable….

    maybe there are more things, but you get the picture, I guess 🙂

    Try using the 2.1 version of the plugin.

    The new cookie control script requires you to register with CIVIC to generate your own API Key, though once you have that all text can be edited via the WordPress configuration screen.
