Total failure of upgrade, install and delete functionality (5 posts)

I'm trying to help a small non-profit organization fix their site, but I'm no expert. They are not able to automatically upgrade to 3.1.1, nor are they even able to use the dashboard to upgrade plugins, delete plugins or even add new plugins.

Site is hosted on Hostway. I called them for the master FTP account and I reset permissions to 777 just about everywhere I could think of, but still no dice.

Other info that may (?) be relevant -- the site was moved from a sub-directory to the root, then back to another subdirectory (on the theory that having it in the root might have been a problem).

The failure messages are as follows:

    Automatic update:

    Downloading update from http://wordpress.org/wordpress-3.1.1.zip…

    Unpacking the update…

Warning: copy(/home/vg004web04/88/07/2010788/web/wphome/wp-admin/includes/update-core.php) [function.copy]: failed to open stream: Permission denied in /home/vg004web04/88/07/2010788/web/wphome/wp-admin/includes/class-wp-filesystem-direct.php on line 200

    Could not copy files.

    Installation Failed

    Plugin update:

    Downloading update from http://downloads.wordpress.org/plugin/user-avatar.zip…

    Unpacking the update…

    Installing the latest version…

Removing the old version of the plugin…

Could not remove the old plugin.

    Plugin update failed.

    Plugin removal:

Plugin could not be deleted due to an error: Could not fully remove the plugin(s) send-link-to-friend/send-link-to-friend.php.

    Install plugin:

    Downloading install package from http://downloads.wordpress.org/plugin/wordpress-seo.zip…

    Unpacking the package…

    Installing the plugin…

    Could not create directory. /home/vg004web04/88/07/2010788/web/wphome/wp-content/plugins/wordpress-seo/

    Plugin install failed.

Looks like a server configuration issue to me.

Hostway is pretty hands off on WordPress; I don't get much help there. Any thoughts on where I might look to narrow it down?

FWIW, here's the relevant section from the class-wp-filesystem-direct.php file that seems to be involved in the upgrade failure (since that gives the most information), lines 175-200:

Looks like the hosts have blocked access to the copy command.
