i wanna add a links menu bar at the top of the page

most themes are prepared with a top menu - either categories or pages. if you start adding pages to your blog or categories to post, you may find the menu developing automatically.
to check, edit header.php and look for 'wp_list_pages()' or 'wp_list_categories()' or 'wp_nav_menu'.
