What tools are people using to go beyond the standard wysiwyg editor to create Posts that look consistent and well designed. I am interested in perhaps plugins which would allow some use of TAGS to control formatting, or better wysiwyg editor - or just tips on how you approach going beyond very basic looking posts.

The best tool is - not using the wysiwyg :)
Seriously, the wysiwyg just messes up everything, but in the basic (classic WP) editor you can use whichever html tags you need/want.
Actually, I never found the need to change the post's "design" on a post by post basis - consistency, for me, means they all look the same.
