This is typically a host/server issue…that said, have you tried a cache plugin such as WP Super Cache?

To verify if it is an issue with the plugins or theme, deactivate each plugin one at a time checking site load times after each one is deactivated. If that does not help, try switching to the default theme and see if that does. These steps may point you to an issue with your plugins or theme.
