yes, that is the case; actually, this happens with quite a few themes (probably most themes ?)
if the theme uses a page dropdown menu, you could reorganize your page structure into a few parent pages with multiple child pages.
sometimes (not in your example) you can adapt the style sheet to make the second row of pages look ok.
