tinymce second toolbar doesnt show for users

    I have just realised the second row toolbar doesn’t appear on the tinymce editor for all users except for the super admin. The second toolbar that allows you to select text color, underline, text format etc.

    Is this what is supposed to happen for multisite, and can it be forced enabled?

    That’s what’s supposed to happen on WordPress, it’s not a Multisite thing. You have to click the Kitchen Sink button (last one on the first row).
