   I've currently updated my WordPress 2.7.1 to WordPress 2.8 and I can't seem to find any option on the Timezone dropdown selection.

   Me too. If you look at the source code, it breaks at the timezone select tag. Are you guys having redirect loops in your main directory index.php? I am.

   I deactivated my WP-Super-Cache plugin and the timezone appeared.

   Try to deactivate all your plugins then activate them one by one. While doing this, check if your timezone doesn't appear still.

   Yeah, sometimes it's a plugin issue and sometimes even a fresh installation without any plugins may have this problem. I wrote more here

    I changed my server's default technology from .NET to PHP and it worked. Stupid cloud servers.
