I've just completed an installation with the latest CSV files and I notice that the thumbnails created by the upload process are not very good quality. Is there a setting somewhere in the config to ensure that WP is using the latest version of GD (2+) that is on my server?

There is no such setting in the admin interface.
GD creates poor thumbnails by default I guess, my GD 2.0 is bad at that too.
