    My blog's directory tree is

    \wamp\www\blog

Q1: Why do I have multiple .htaccess files? For example,

    C:\wamp>dir /s /b /p .htaccess
    C:\wamp\.security\.htaccess
    C:\wamp\apps\phpmyadmin3.4.5\libraries\.htaccess
    C:\wamp\apps\phpmyadmin3.4.5\setup\frames\.htaccess
    C:\wamp\apps\phpmyadmin3.4.5\setup\lib\.htaccess
    C:\wamp\www\blog\.htaccess

Q2: Which of these files controls redirection?

Q3: Do these need to be identical?

    \wamp\.security\.htaccess

    or

    \wamp\.security\.htaccess

  2. If your WordPress is installed in C:\wamp\www\blog\ then C:\wamp\www\blog\.htaccess is what controls the 301 redirection.

The other .htaccess files are probably there for protection (I'm not a WAMP user myself).

Make sure your WAMP has mod_rewrite enabled and that you permit AllowOverride All for that directory and redirection should be fine.
