I was looking at the tabbed comments hack from the weblogtoolscollection.com site, and was wondering if there were any plans for that to become a plugin rather than a hack? I was also wondering if there was an easy way to give people who were replying to a comment the option to have an email sent to whoever posted the previous comment, since I think that would encourage conversations. Any thoughts?

It's a plugin.
You can't give the option for a commenter to send an email to the previous commenter. That option, if you use the above plugin, remains the choice of the commenter. -

hmm... I wanted something like what Dunstan uses on his blog ( 1976design.com ), where there was a checkbox to make your comment related to a previous one and alert the previous poster of your new post... I suppose this could work though
