Does anyone know of an existing hack that works like the shoutbox, but is basically a form that users could enter a URL into and also a description for the anchor text that appears under each other. I'm after a sort of Free For All Link plugin.

That's a great idea. As far as I know, there are no plugins that do exactly that. You could try adding it to the developer wanted page.
Meanwhile, I've got a shoutbox plugin that does support links and all that, you could try it: http://blog.jalenack.com/ajax/
I'm actually working on it right now, so a new version may be coming soon :p
