There is no 'plugin' heading on my dashboard

Hi, everyone, I am very new to wordpress and I have a problem. There is no ‘plugin’ heading on my dashboard. I’m trying to add a plugin and on the wordpress codex, it says to enable plugins using the ‘plugin’ tab on the dashboard, but mine doesn’t have any! Is there a reason this is happening? How can I fix it?
