Cannot see any theme I install, have done new install of WP, new clean install of Twenty-eleven but none of my themes are showing. Site is only showing left aligned list. No preview either, nor live preview.

Your server is configured incorrectly, somehow.

This URL gives me a 403 error:
    http://www.verklemptlibrarian.ca/wp-content/themes/twentyeleven/style.css

It sounds as though you'll need to ask your server provider to make available the wp-themes directory of your website readable.

I can change the permissions if that's what you think is wrong- what should I change them to?

Right now the themes folder has a 0755 permission, and twenty eleven folder is 0755.....style.css has a 0644

    Can you make style.css 0755?

Maybe I should just do a full reinstall and try again.

Okay, but from what I've read, you've tried this twice and it hasn't resolved the issue.
