Theme with "Set Menu" on Bottom

    Hi All, Im looking to find a simple theme with a menu that sits at the bottom as if in a frame, so the “content” can scroll behind it?

    Any suggestions?

    Or as an alaternative how can I edit Twenty Ten, Eleven, or Twelve to do this?
