I have a client that is insistent on keeping their old site format. It's basically a center frame with navigation on the bottom. It's outdated and ugly as hell, but it's what she wants. Are there any themes (or plug-ins) that can keep the body area centered in a frame while the footer stays static for navigation?

Can't you just add in style.css something like
body {text-align: center; }
What do you mean by footer stays static for navigation? As in fixed at bottom of browser or under the frame? Sample URL?
