I know this is planned for future versions of WordPress but I'm seeing this theme uploader option on a few of my sites. It's hit or miss really, sometimes it will be there and other times it wont be.

These installs aren't the trunk version of WordPress.
Anyone know why I'm seeing it kinda randomly?
