[Theme: Twenty Eleven] moving comments box to top or use support ticket plugin in twenty eleven?

Hi,
I have an “ask a question” page that might become long….So should I figure out how to move the comment box (where people ask the question) to the top….OR, would I be better of using a support ticket plugin…?
The problem with the support ticket system is that I will lose out on all that lovely free content….hmmm.
Any advice anyone?
