   I navigate to Appearance -> Background and in the Custom Background screen.

   When here, I try to upload a JPEG file the I get the error message:

   Sorry, this file type is not permitted for security reasons.

   If it is a JPEG, then what is the problem?

   Sliding door 2.6.1
   WordPress 3.1.3

   Try uploading a .jpg file.

   Yep, tried that, still no good.

   Can you upload any image files?

   You mean the image that I am trying to make the background?
