I am trying to install a theme using the dashboard uploader but when I try it says "The uploaded file could not be moved to W:\www/wp-content/uploads/2011/08." Every other theme file I try works. The theme I am trying to install is Qualifire (http://themeforest.net/item/qualifire-wordpress-theme/105879)

Also I already tried messing with permissions and PHP safe_mode is set to off

the dashboard uploader (?) does not seem to be the right method;
try using ftp;
or inquire at themeforest on how to install their themes.

I am running my own web server. When you say FTP do you mean just move the zipped files over to the themes directory? If so, I have alreay tried to no avail

if you have a local server on your computer (?) simply copy the unzipped folder into the theme folder /wp-content/themes/
the exact prodedure depends on the zipped folder structure - and for this, as this is a commercial theme, do ask the theme vendor for support.
apart from pointing you to the general instructions, such as http://codex.wordpress.org/Using_Themes, which you hopefully have read, there is not much anyone from this forum can do to help.
