Without a link to your site it’a really hard to say, but in general you examine the element you’re interested in, in Firebug or equivalent and try out your changes there.

Then when you know what changes are required, so you add the new rule(s) to the stylesheet.

The only recommended way of doing this is via a Child Theme. You just add the new rule(s) to the child theme’s stylesheet somewhere after the @import statement that imports the parent stylesheet. In effect this usually means adding the new rule(s) to the end of the child theme style sheet.
