I want to have different variations of a blog on different Pages, ie., a Page called "news" which outputs posts with certain categories. Seems that "The Loop" within a "Page" will only return the page content.

In the Codex, on the page about the loop, there's examples on how to do alternate loops...
http://codex.wordpress.org/The_LoopHow ever you may want to poke around the codex a little. What you are describing sounds more like a category archive type page. - As opposed to a page page.
