Tags determine only what is shown.
CSS determines how it is shown.
E-Travel: wordpress wisely takes advantage of the power of CSS. If you are unfamiliar with working with css I strongly rec’mnd playing with it for a while. IMHO, it is very easy to learn; basics can be grasped in just a few minutes.
when i follow http://codex.wordpress.org/Main_Page and try to choose any links, i get a 404 error
i do see template tags at http://wiki.wordpress.org/ – but are they applicable to 1.5, or are there any new ones?

All of the template tags on http://wiki.wordpress.org/ are compatible with WP 1.5. There are a few new tags that 1.5 introduces, but IMHO, they aren’t terribly useful. The tags listed on those pages should be plenty enough for you to work with.
The codex is down right now but should be up any moment. Search the forum for “codex down” to get information on how to work around it if you are in a hurry.
And please, take our advice and play with the CSS first before you throw them out. Embedding them in the tags was – shall I say “banned” – discouraged as of 1999 and considered non-compliant with web standards. In other words – don’t you dare! 😉
