  • Taxes won’t be displayed until the shipping info is entered. You’re not going to be collecting taxes if the customer isn’t in your state.

Do you have taxes configured under woocommerce>settings>tax?

I have a situation where the customers buying the products are out of state, but they will receive the products and utilize them in NYC (at trade shows), so the client wants to apply NY sales tax on all purchases. But my client doesn’t charge shipping, the products are delivered on site at the trade show, so is there a way to make sure the tax is applied without shipping charges?

You could either create an new zero shipping rate or just create an coupon code to discount the shipping charge if you use fixed rate. Hope this help! If you need tax rate table for NY, or any other states, give http://www.woosalestax.com a try. Their tax rate tables are light weight and will also able to handle zip+4 at zip lelvel.
