Targtag Attribute Not Working

I have tried to use the targtag shortcode attribute, but it doesn’t appear to be passing the tag when the content is viewed. I looked at your example, and it is supposed to pass the “strong” tag to your content, but it is not doing it there either. I looked at the source and don’t see it there. I am a pro user, and it would also appear that it is not assigning when I try to put it in the Plugin Settings as well. Thanks for your help.
