Tags, Taxonomies or something else?

I’m working on a theme for a review site and I’m trying to find a better way of doing something.

Each post is intended to have a city, state and country associated with it. I’d rather do this through a custom hierarchical taxonomy but can’t seem to control how it’s ordered.

Ideally it would display the taxonomy in a reverse order child -> parent -> grandparent (Springfield, MA, USA) but instead get_the_term_list only seems to display alphabetically (MA, Springfield, USA.)

Does anyone have a suggestion for changing the display order?

edit: I had thought about three taxonomies but it creates issues when a city appears in multiple states and even multiple countries.
