Tags for photos, while keeping comments

Anyone know of a plugin or any other way that would allow me to tag photos and continue to make comments available for photos? I’ve seen plugins that will allow me to pull in photos from flickr and use the tags that I give those photos on flickr, but I would lose the commenting feature. It is important that users be able to comment on photos on my site.

I’d like to be able to upload photos once, tag them, and then be able to display different photos on different pages based on their tags, while continuing to let users comment on them.
