    Adding border from “Table properties” adds the actual border attribute. Your theme CSS may be overriding that. There is also an inconsistency inside the editor when View->Visual aids is enabled: the dashed “visual aid” border overrides the actual table border. Switch to Text and back to Visual to see the added border. I’ve passed this to the TinyMCE authors, so expecting it to be fixed in near future.
