When Use Google Librabries is activated, Sweet Captcha (version 3.0.2) loads in the WP login page but the drag & drop of the image fails to work properly. I think it has something to do with jquery-migrate or jquery-droppable or jquery-draggable scripts.

I have isolated this solely to the the Use Google Libraries plugin.

For now, I have disabled this plugin, but would like to re-activate it for the performance benefit it provides.

Looking at the code for Sweet Captcha I can see they are trying to enqueue parts of jquery-ui, while doing a partial re-registration (changing the dependencies and where the script loads).

There’s nothing I can think of to make UGL work with this non-standard usage. Sorry.
