Suggestion of new events (with user Anonymous) [event_form]

I would like to allow event suggestions by anonymous users with the formular using the short code I would like to allow event suggestions by anonymous users with the formular and the shortcode [event_form]. What kind of user settings is required for the user anonymous? On what kind of level should this “Anonymous” be?
