    I want WP 1.5 to add alt="user posted image" in all <img src=""> tags...will this be in wordpress? It would help me validate my site more...

    alt="" is enough for validation.

    I disagree. This is improper use of the alt attribute. Alt is there to replace the image, not describe it. If the image is a photo of the Eiffel Tower, then the alt text should be alt="Eiffel Tower". What you are suggesting actually hinders accessibility validation, not improve it. If you want screen readers to skip over things, then alt="" is more appropriate.

    What you suggest would cause a screen reader to read "user posted image" over and over again.
