I recently migrated from WordPress.com over to WordPress.org and have installed the Subscribe2 widget for email subscription signups and the Subscribe2 plugin for email distribution of new posts. The test post did seem to reach the vast majority of the subscribers. One of my personal tests emails never received the post. The second post that I published was not distributed to any email subscribers but it did get to Networked Blogs. I put the post back to draft status and republished it and it seems to have gotten to maybe half the subscribers. I downloaded the subscriber email list to a CSV document so I could view all the email addresses (about 480) and they all appear to be good addresses. I've done all the troubleshooting I know to do. Any advice?
The widget appears to be working fine. It seems the problem is with the plugin.

Have you spoke to your hosting provider about their email restrictions / limitations?

Yes, I was on the phone with them last night. They checked everything server related and said the problem definitely wasn't on their end. Additionally, the Customer Service Rep tried to enter his email address into the widget and he got an error message.
Hi Jackie, (poking my nose in here, because I have just been working on an S2 addon, so have been very closely testing the sending and trying to track it)
How do you know that the email gets delivered as a matter of interest?
I know there are a host of reasons why emails might not get to their destination, the majority of which have nothing to do with S2.
Do you have something like email-log which logs the calls to wp-mail and the recipients ? (It doesn't work quite the way I'd want it to, but possibly good enough to get some idea where problem lies.
Once it has gone that far, the rest is out of s2 hands really.

What error message did the support rep get?
Also, ask them specifically about email restrictions or limitations that have in force on your server plan. That's not the same question as asking if they are having problems.
