I uploaded a theme several different ways and get a message that the theme has a missing style.css file. Is this a file I need to create myself, and if so how and in what directory does it go?

The style.css should be included in all WordPress themes, what theme are you using or trying to use?

Generally themes come with a style.css file in the root folder; if it doesn't exist there often times a theme creator will sometimes put it in a separate folder titled either includes, or css. That file is essentially what gives the theme the overall look and feel of the theme.
style.css read a little about it. Hope that help a little. :)

Is it a free theme, if so where can it be downloaded from?
Is it a child theme and the parent is missing?

I am using Modern Elegance from Themeforest, which is not a free theme. I don't believe it is a child theme.

As you are using a commercial theme, you need to seek support from the theme's vendors.

@sally@eventsatbrookhills.com, you usually won't find help for premium themes in these forums, but as a start, try extracting the .zip you downloaded from ThemeForest. There are a lot of files inside that zip, including the actual theme .zip. In this case would be something like modern-elegance.zip, you should upload that via the WordPress admin, or extract it, and then upload via FTP.

WordPress looks for the style.css in the main theme directory, it is what defines a WordPress theme, the theme name, author, version, tags, etc...

If you're still stuck, contact the theme author.

    Hope that helps

Thanks. That solved it. I had not unzipped the folder inside the original zip file. Did that and found another Modern Elegance file, when I uploaded that everything is fine.
