I have the following website

for whatever reason, my style.css file is not being loaded where it should be loaded.
When the blog loads, you can clearly look at the source and see that it's missing the link information. Howevever, this is all designated properly in my header.php file which resides in the same directory as my style.css
I've been up and down and i've edited and re edited my files and I cannot figure this out.
Is there anything else that's helpful?
