Structure problem

I am very new to coding and have tried to make my own theme. I love the look, but it doesn’t work correctly in all browsers. For example, it looks exactly like I want it to in IE; however, it doesn’t function properly in Chrome, FireFox or my handheld nook.
In other browsers (the div’s shift places or goes where ever they want, and I can’t put a border around the footer with out it messing up everything else).
I have tried everything that I know to try. Please help.
