Stop Plugin Files / HTML Requests always Loading

When testing homepage and other pages load times on pingdom, I see that certain plugin files are adding many html requests and file kb’s, impacting load speeds. I only want plugin html requests to run if someone’s clicks on a page used by a plugin.
