I would like to create a website that has 'static' pages (including the home page), but with a separate page that contains short news (about the site) blurbs (eg posts). Is this even possible with WP? Or MUST the posts be on the front (home) page? I have written my own theme and I am willing to write additional page template files.

Sure you can do that -
1. Add/Publish new Page e.g. Front Page (you can create a page template as well and choose from dropdown in Write Page panel)
2. Add/Publish new Page e.g. Blog
3. Dashboard -- Settings > Reading
