   Do I have to change the Apache Configuration File to make a static home page? or is this optional?

   Perhaps it was me but it wasn't that clear in this support page.

   That shouldn't be necessary. There are several plugins that allow you to choose one of your pages as the static home page, but the most straightforward way to do it is to create a file called "home.php" and put it in your theme's folder. That file will load as the static home page.
